Foreign driver's license conversion process

Driver's licenses obtained in other countries must meet certain conditions to be used in Turkey. When these conditions are met, you can legally use your own license for a limited period and then continue through the conversion process if required. These rules apply to both Turkish citizens and foreign nationals.

All driving license procedures were transferred from the General Directorate of Security to the General Directorate of Population and Citizenship Affairs. You should make an appointment for the conversion of your driver's license and for general information about getting a new one. For the most current official details, check the relevant .gov.tr authority.

Citizens residing in Turkey who do not have a driving license from any country must apply to driving courses and complete the required documents to obtain one. Foreign citizens can also take the exam in Arabic or English. For the conversion process from a foreign license to a Turkish one, you should prepare the following documents:

  • Passport

  • Residence permit (at least six months)

  • Four biometric photos

  • Notary Turkish translation of diploma or student certificate

  • Health report

  • Criminal record

Citizens who have an international driving license from their own country can drive with that license for six months from the date they enter Turkey. After six months, the license is subjected to the conversion process. Foreign citizens who have completed six months in Turkey can drive for another six months by having their current foreign driver's license translated into Turkish by a notary public or by getting a translation from their country's consulate.

Foreign citizens who will stay in Turkey for more than two years are obliged to obtain a driver's license from the Republic of Turkey. The price of the license conversion process changes every year, so it is best to check the official site before applying. For a foreign driver's license to be translated and processed, it must belong to a country that is a party to the Road Traffic Convention. As of 2021, there are 84 countries with which agreements had been made on this issue. If the country where you obtained your license is not suitable for the conversion process, you must obtain a new license from scratch by enrolling in a driving school.

How to get a new driver's license in Turkey

If you cannot use the conversion process, you must obtain a new license and enroll in a driving school. First, decide which vehicles you will use and which license class you will apply for. In many cases, this will be a B class license for driving a car. You must be at least 18 years old to get this license.

To get a driver's license, you must be at least a primary school graduate. Candidates who want to become drivers should also get a health report from a family health center, public hospital, or private hospital showing that they do not have an obstacle to being a driver. In addition, you need to collect the other documents requested by driving courses, including the documents listed above under the general procedure.

After that, you should pay the fee for the driving course. When you apply to the course with these documents, they may also ask you to complete several forms, such as an application form, address declaration form, signature declaration form, criminal statement form, and course contract form.

Once registration is completed and the course fee is paid, driver candidates can begin theoretical and practical training. The lessons include traffic and environmental information, first aid, engine and vehicle technology, and traffic etiquette. It is also possible to take the driver's license exam without attending the theoretical lessons, depending on your situation. During this stage, it is useful to learn practical rules for real traffic conditions in Turkey.

After training at the driving school, you must complete both the written exam and the steering exam. There are 50 questions on the exam, and you must answer at least 35 correctly. Four wrong answers do not cancel out one correct answer. In other words, getting at least 70 points is sufficient to pass the exam.

While arranging paperwork or lessons, many newcomers also spend time getting to know the city. If you are settling into the historic center, places like Sultanahmet Square and the Grand Bazaar are among the best-known areas to explore between appointments.

Penalty for driving with a foreign driver's license

If the two-year period has expired and you have not converted your driver's license, this is subject to a penalty under the Traffic Law. According to Article 39/4 of the Traffic Law, an administrative fine of 1.647 TL is imposed on those who do not comply with this rule. If you pay this penalty within 15 days, a 25% discount is applied and the amount becomes 1.235,25 TL. This fee was stated as valid for 2023 and increases every year, so check the official site for current amounts.

This penalty can be paid through PTT branches, tax offices, or banks. For drivers who are still adapting to local traffic, using public transport may be easier in the meantime, especially around central areas and visitor routes such as Taksim Square.

  • Prepare translations and official documents in advance.
